Currently if the RTF is zero, chronocontroller will remain waiting until the RTF or the time changes. This is a problem if we ever want a chrono controller task to run at the same time as `now()` and time is frozen. This PR fixes this by allowing chronocontroller to wake up when RTF is zero.

Lots of this is copilot and needs more help/more copilot and some isn't filled in. Still not 100% sure about the structure either.
Figured I should put this in a draft PR for now anyway while I work on it.
The idea is to swap to markdown and mkdocs for read the docs instead of rst since markdown is easier and also renders nicely on github
